The interface for the m d r action local service.

This is a local service. Methods of this service will not have security checks based on the propagated JAAS credentials because this service can only be accessed from within the same VM.

Creates a new m d r action with the primary key. Does not add the m d r action to the database.

Parameters:

actionId - the primary key for the new m d r action
